The fitting is in a house built in 1995, screwed to a ceiling garage joist. There is no plaster board so the top of fitting can be easily accessed. The fitting has not been painted, and does not seem to be cross threaded. I have been able to tighten it a little, in the hope of breaking the grip between the cover and base plate, but have not been able to unscrew it even slightly, even after tigtening it a little.
