what is it called in allotments when u leave the weeds to provide a good eco system for an organic garden?

Do I need to start with organic dirt to make an organic garden? Or do I just need to use organic fertilizer?
I got a topsy turvy for my boss and he is all about living organic, so my question is do I need to start with all organic soil or can I get the regular soil and use just organic fertilizer?
The basis of organic gardening is soil building/fortification. So yes, you need an organic growing medium for it be technically organic. It would help if the tomato plant was, too.
Chances are he won’t know the difference between organic dirt and non, so I would not worry much about it.
